Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Division of Information Management implements methodologies and techniques for the collection, processing and analysis of safeguards-relevant information, including declarations submitted by States, sample and measurement evaluations, open-source information, nuclear trade-related data and satellite imagery.

Main Purpose

Reporting to the Section Head, the Senior Safeguards Analyst (State Declarations) ensures that information receiving, processing and analysis activities are conducted effectively and efficiently with respect to nuclear material accounting and additional protocol information provided by States. The role applies extensive knowledge of the nuclear fuel cycle and nuclear material accounting principles to provide expert analysis and follow up on issues or inconsistencies.

Functions / Key Results Expected

  • Provide authoritative technical expertise and advice related to nuclear material accounting reports and additional protocol declarations.
  • Contribute to policies, priorities and procedures and oversee work plans for country and project teams.
  • Lead and participate in teams addressing issues and developing methodologies to improve analytical processes.
  • Coordinate and perform in-depth analysis relating to nuclear activities in assigned States.
  • Support State evaluations by analysing State reports and declarations and correlating analytical results from available information.
  • Support capacity building for State representatives on nuclear material accounting, reporting practices and declarations.
  • Provide advisory expertise on safeguards agreements and State supplied nuclear material accounting information.
  • Oversee junior colleagues, act as mentor and support knowledge sharing and collaborative teamwork.

Qualifications, Experience and Language Skills

  • Advanced university degree in sciences, nuclear engineering, accounting, information science, computer science, international relations or a related field.
  • A bachelor's degree in a stipulated field with two years of additional relevant experience may be considered.
  • Minimum of 10 years of relevant experience in the nuclear industry or a national or international organization in information management and analysis related to nuclear non-proliferation issues, nuclear material accounting or nuclear research.
  • At least five years of experience in information collection, processing and analysis, including complex databases.
  • Demonstrated ability to lead teams and produce high-quality analytical and technical reports.
  • Excellent oral and written command of English; knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $103165 plus a variable post adjustment currently amounting to US $53749, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
