Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's nuclear safety and security programme, which encompasses activities to protect people and the environment from radiation exposure and responds to Member States' needs related to nuclear safety and nuclear security. The Incident and Emergency Centre is the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies and for strengthening Member States' preparedness for response.

Main Purpose

The Response Officer develops or supports the development of new arrangements in the operational area and alternate location of the Incident and Emergency Centre, maintains them and supports the development of associated training material. He or she prepares, supports the conduct of and evaluates internal exercises as well as exercises with Member States' contact points designated for emergency communication. The role manages administration of the on-call system and the maintenance and enhancement of communication, information technology and management tools of the IAEA's incident and emergency system.

Role

The Response Officer acts as an analyst reviewing response arrangements and proposing solutions, a technical expert for the development and maintenance of custom software solutions used in emergency preparedness and response, and a project manager for business continuity arrangements of the IEC operational area.

Functions and Key Results Expected

  • Enhance arrangements on internal and external information management of the incident and emergency system.
  • Develop functional requirements for software solutions, plan implementation and support instructions for use during emergency responses.
  • Develop emergency exercise scenarios, including master events lists, emergency data and exercise injects, and contribute to exercise evaluation.
  • Maintain and enhance the Business Continuity Arrangements for the Incident and Emergency System.
  • Increase the efficiency of processes for administration of the on-call system.

Required Expertise

  • Emergency response exercise planning for nuclear or radiological emergency exercises.
  • Knowledge of nuclear physics issues in emergency preparedness.
  • Advanced expertise in emergency preparedness and response to nuclear and radiological emergencies.
  • Ability to improve or develop response procedures based on feedback from responders, trainees and evaluators.
  • Ability to identify improvements to information management, display and reporting.

Qualifications, Experience and Language Skills

  • University degree in nuclear science, nuclear engineering, physics or equivalent; advanced degree is an asset.
  • Five years of experience in emergency preparedness and response with focus on maintaining an emergency operations room.
  • Experience documenting emergency response arrangements and developing emergency response checklists.
  • Proven experience developing and maintaining custom software solutions for emergency preparedness and response systems and tools.
  • Experience with low-code platforms such as Power Automate, Power Apps and Power BI is an asset.
  • Emergency preparedness experience at a nuclear power plant is an asset.
  • Comprehensive understanding of business continuity management according to ISO22301 is an asset.
  • Excellent oral and written command of English; knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335, a variable post adjustment currently amounting to US $37166, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
