Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Office of Information and Communication Systems (SGIS) is responsible for the provision of secure Information and Communication Technology (ICT) services that enable the Department of Safeguards to deliver on its mandate.

Main Purpose

Reporting to the Project Support Team Leader, the IT Project Manager ensures a results-oriented response to the Department's priorities. The IT Project Manager has primary responsibility for managing one or multiple IT projects simultaneously, ensuring that projects are delivered within agreed tolerances of time, budget and benefits, and advises senior management on the impact of technology projects on the IAEA Safeguards core business.

Role

The IT Project Manager is a substantive specialist, translating business requirements and objectives into information technology capabilities; a project manager, providing management, administration and leadership for project teams; and an adviser to SGIS management and other senior managers on business process, risk, organizational change, and system implementation issues.

Functions / Key Results Expected

  • Develop project plans in line with relevant policies and standards, including solution options consistent with the SGIS technical and information architecture and PRINCE2 best practices.
  • Manage the implementation of new information systems or enhancements to existing IT systems.
  • Lead agile software implementation teams and manage the agile Software Development Lifecycle end-to-end.
  • Serve as product manager for safeguards IT products, collaborating with clients, third-party providers, end-users, and SGIS development, infrastructure and service desk staff.
  • Collaborate on policies and standards for information, project and portfolio management.
  • Support management of the SG IT project and product portfolio through data analysis and visualization.

Qualifications, Experience and Language Skills

  • Advanced university degree in computer science, information technology or a related field.
  • University degree in a stipulated field with two years of additional relevant experience may be considered in lieu of an advanced degree.
  • Minimum of five years of experience as an IT project manager in an information systems context, in a client-facing role.
  • Experience in leading software delivery teams using a lean/agile approach such as SCRUM.
  • Experience using techniques and tools to explore and validate requirements with clients such as prototyping, user personas and ideation sessions.
  • Accredited project management certification such as PMP or PRINCE2 is an asset.
  • Accredited Agile and Business Analysis certification such as CBAP and SCRUM Master is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335, a variable post adjustment currently amounting to US $37094, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks' annual leave, home leave travel, pension plan and health insurance.
