Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors responsible for inspections and verifications, and technical staff responsible for activities including safeguards concepts and approaches, safeguards equipment, analytical and laboratory services, safeguards-relevant information, information and communication technology infrastructure and programme coordination support.

The Division of Concepts and Planning is responsible for safeguards concepts, approaches and policy, safeguards training, strategic planning, resource mobilization priorities, coordination of Member State Support Programmes and associated research and development activities, and implementation of the Department's quality management system.

Main Purpose

Reporting to the Team Leader, the Technical Programme Coordination Officer contributes to the administration of Support Programme activities by managing the preparation of the Department's biennial development and implementation support project plans. The role advises managers on implementation of project plans using resources supplied by Member State Support Programmes and coordinates reports on implementation of the D&IS plans.

Role

The Technical Programme Coordination Officer facilitates and manages preparation of the Department's biennial D&IS project plans, working with project managers to ensure a clear expression of needs and consistency with strategic and research and development plans. The role also reviews and advises on new task proposals, project progress and reports on projects and tasks implemented through MSSPs.

Functions

  • Coordinate preparation of the Department's biennial D&IS project plans and implementation reports, ensuring quality, completeness and alignment with planning frameworks and timelines.
  • Conduct technical reviews of MSSP task proposals and requests and provide recommendations on technical soundness, feasibility and cost-effectiveness.
  • Review and analyse task status reports and documentation for MSSP review meetings, identifying issues, risks and trends.
  • Initiate, review and consolidate reports on the application and results of MSSP tasks.
  • Coordinate with the Strategic Planning Team to align Resource Mobilization Priorities and the biennial D&IS Programme.
  • Support preparation for departmental review committee meetings, including briefing materials, analyses and documentation.
  • Oversee and manage implementation and maintenance of the Support Programme Information and Communication System.

  • Knowledge of technical fields relevant to the nuclear verification programme.
  • Knowledge of programme and project management techniques.
  • Asset expertise includes budget and financial management, quality management and resource mobilization.

Qualifications

  • University degree in nuclear or other engineering, physical science, mathematics, international relations, public administration, business administration, project management or a safeguards related discipline.
  • At least 5 years of working experience in nuclear safeguards, project management or the nuclear fuel cycle.
  • Knowledge related to nuclear safeguards, nuclear verification activities or the nuclear fuel cycle.
  • Experience coordinating programme or project planning, implementation monitoring, reporting and stakeholder engagement activities.
  • Excellent oral and written command of English; knowledge of Arabic, Chinese, French, Russian or Spanish is an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $71,335, a current post adjustment of US $38,664, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, 6 weeks annual leave, home leave travel, pension plan and health insurance.
