Organizational Setting
The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Office of Information and Communication Systems is responsible for secure ICT services that enable the Department of Safeguards to deliver on its mandate.
Main Purpose
Reporting to the Section Head, the Team Leader manages a highly technical team responsible for building and maintaining complex software products that support business processes in the Department of Safeguards.
Role
The Team Leader is a senior technical leader and expert on enterprise architecture lifecycle, a manager of human resources, a practitioner in secure and domain driven software development, and a champion of operational excellence and maintenance of enterprise software products.
Functions
- Ensure the development and delivery of complex software products that enable operational effectiveness.
- Lead a team of software developers acting as technical leads.
- Ensure collaborative and timely delivery of solutions following agile software development practices.
- Ensure ICT products adhere to application security, architecture, usability and divisional process standards.
- Drive the Divisional Enterprise Architecture Group.
- Coach, mentor and guide staff, assess and develop skills, promote teamwork and define performance criteria.
- Maintain and improve secure software development, systems engineering, continuous deployment, continuous testing and continuous integration processes.
Required Expertise
- Application architecture for web applications and software products working with large volumes of data.
- Information security, threat-model-driven design and secure software development lifecycles.
- Software development and delivery of ICT services.
- Systems engineering and DevOps practices including continuous integration, continuous release, automated testing and reliability improvement.
Qualifications
- Advanced university degree in computer science, information systems, business administration or a related field.
- Bachelor's degree with two additional years of relevant experience may be considered in lieu of an advanced degree.
- Minimum ten years of relevant ICT experience with increasing responsibilities.
- At least two years of experience managing and coaching staff in a multicultural environment.
- Experience with large service-based architectures and full stack development using frameworks such as .Net Core, Angular and relational databases.
- Experience with application performance management tools such as AppDynamics.
- Experience in enterprise architecture practices with a focus on secure software architecture.
- Excellent oral and written command of English.
Remuneration
The IAEA offers a tax-free annual net base salary starting at US $103165, variable post adjustment currently US $53646, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
