Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's nuclear safety and security programme, which encompasses activities to protect people and the environment from radiation exposure and responds to the needs of Member States related to nuclear safety and nuclear security.

The Needs Assessment Unit supports the general nuclear security needs assessment activities of the Division of Nuclear Security. It carries out its responsibilities through the management and implementation of the Integrated Nuclear Security Support Plan programme and the Nuclear Security Information Management System Nuclear Security Self-Assessment Tool.

Main Purpose

Reporting to the NAU Unit Head, the Programme Officer is responsible for the management of Integrated Nuclear Security Sustainability Plans within an assigned portfolio of countries and for developing and managing nuclear security result-based projects based on Member State needs.

Role

The Programme Officer acts as country focal point, analyst, coordinator, project manager and scientific secretary for national, regional and international meetings involving experts in the IAEA, Member States and relevant international organizations.

Functions / Key Results Expected

  • Engage with relevant national and regional nuclear security competent authorities and international entities in relation to the INSSP framework.
  • Support the assessment and interpretation of nuclear security information and guide the development of INSSPs addressing States' needs.
  • Serve as focal point for the coordination of all activities related to INSSPs for an assigned portfolio of States.
  • Coordinate the planning, design, implementation and monitoring of support activities based on identified and prioritized needs.
  • Manage national, regional and international nuclear security related projects.
  • Monitor implementation progress, report on project results, identify lessons learned and propose improvements.
  • Organize and coordinate national, regional or international events related to INSSP and nuclear security projects.
  • Prepare project and annual reports, briefing notes, talking points, presentations, outreach material and publications.

Qualifications, Experience and Language Skills

  • University degree in project management, science, international relations with nuclear specialization desirable, or another relevant field.
  • Minimum of five years of project management experience including results-based project planning, execution, monitoring and reporting.
  • Project management experience in nuclear related fields, particularly nuclear security or similar technical domains, is an asset.
  • Proven experience in partnership and capacity building.
  • Experience coordinating multi-stakeholder activities, preferably internationally.
  • Recognised project management qualification such as PMP or PRINCE2 is desirable.
  • Excellent oral and written command of English; other official IAEA languages are an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $71335, a variable post adjustment currently amounting to US $38664, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
