Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's nuclear safety and security programme. The Division of Nuclear Security establishes, coordinates and implements the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and related threats.

The Needs Assessment Unit supports nuclear security needs assessment activities through the management and implementation of Integrated Nuclear Security Support Plans and the Nuclear Security Information Management System Nuclear Security Self-Assessment Tool.

Main Purpose

Reporting to the NAU Unit Head, the Programme Officer is responsible for the management of Integrated Nuclear Security Sustainability Plans within an assigned portfolio of countries and for developing and managing nuclear security result-based projects based on Member State needs.

Role

The Programme Officer acts as a country focal point, analyst, coordinator, project manager and scientific secretary for national, regional and international meetings involving the IAEA, Member States and relevant international organizations.

Functions / Key Results Expected

• Engage with national and regional nuclear security competent authorities and international entities on the INSSP framework.
• Support assessment and interpretation of nuclear security information, including NUSIMS self-assessment inputs.
• Serve as focal point for coordination of all activities related to INSSPs for an assigned portfolio of States.
• Coordinate planning, design, implementation and monitoring of support activities based on identified and prioritized needs.
• Manage national, regional and international nuclear security projects from initiation through closing.
• Monitor INSSP implementation progress and report on project achievements in line with quality management standards.
• Organize and coordinate national, regional or international events related to INSSP and nuclear security projects.
• Prepare or contribute to project and annual reports, briefing notes, talking points, presentations, outreach material and publications.

Qualifications, Experience and Language Skills

• University degree in project management, science, international relations with nuclear specialization desirable, or another relevant field.
• Minimum five years of project management experience, including results-based project planning, execution, monitoring and reporting.
• Project management experience in nuclear-related fields, particularly nuclear security or similar technical domains, is an asset.
• Proven experience in partnership and capacity building.
• Experience coordinating multi-stakeholder activities, preferably internationally.
• Recognised project management qualification such as PMP or PRINCE2 is desirable.
• Excellent oral and written command of English. Knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $71,335, a variable post adjustment currently amounting to US $38,664, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
