Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's nuclear safety and security programme. The Division of Nuclear Security is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and related threats.

The Nuclear Security Detection Architecture Unit performs activities related to the detection of nuclear and other radioactive material outside regulatory control, supporting States in developing national nuclear security detection architectures, strategies, concepts of operation, evaluations, exercises, human resource development and sustainability strategies.

Main Purpose

Under the supervision of the Unit Head, the Science and Technology Technical Lead facilitates work within science and technology to provide expertise and deliver S&T content with and to Member States, assisting with developing and sustaining effective capabilities in this area.

Role

The incumbent acts as a technical lead for programme design, coordination and delivery of nuclear security science and technology activities; as a recognized expert contributing knowledge to Member States; as a coordinator and manager of technically complex or sensitive projects; as a scientific secretary for international scientific meetings; and as a substantive contributor to activities including major public events, nuclear detection architecture, national response operations and INSServ missions.

Functions / Key Results Expected

  • Coordinate and provide technical input and expertise related to nuclear S&T matters.
  • Organize, facilitate and monitor research projects, research coordination meetings, technical meetings and consultancy meetings.
  • Develop and implement capacity building activities in the S&T area based on Member State needs and priorities.
  • Provide technical input and develop Nuclear Security Guidance documents, training materials and other publications.
  • Analyze information and trends to drive innovation and research and development priorities for tools, applications and capacity building.
  • Collect, analyze and disseminate scientific and technical information and results from related activities.
  • Promote effective and sustainable implementation of tools, software and applications in Member States for enhanced nuclear security.

Required Expertise

  • Knowledge of nuclear security detection instruments used to detect material out of regulatory control and information alerts management.
  • Extensive knowledge of national nuclear security regimes.
  • Proven project management experience.

Qualifications, Experience and Language Skills

  • Advanced university degree in nuclear physics, nuclear engineering or another nuclear security related field.
  • Minimum of seven years' experience in nuclear security, with emphasis on nuclear security science and technology, including five years in research, development and deployment of nuclear security systems.
  • Experience in project management, research, programme development and nuclear security operations.
  • Knowledge of radiation detection equipment, physical protection systems, software and hardware tools, nuclear security emerging threats and technologies.
  • Excellent oral and written command of English; knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $86027, a variable post adjustment currently amounting to US $46627, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks' annual leave, home leave travel, pension plan and health insurance.
