Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's Major Programme 2, Nuclear Techniques for Development and Environmental Protection. The Division of Physical and Chemical Sciences supports Member States in nuclear sciences, including isotope hydrology and geochemistry. The Isotope Hydrology Section plans and implements the IAEA's water resources programme, including isotope monitoring, capacity building, technical assistance and laboratory training.

Main Purpose

As a member of a team led by the Section Head, the Water Technical Officer is responsible for the implementation and management of IAEA extrabudgetary projects focused on building analytical capacity in Member States. The core responsibility is to provide expert technical advice on construction, commissioning and upgrading of water analysis laboratories, guide training and capacity strengthening, and work with counterparts to integrate water data into water policy and governance.

Role

The Water Technical Officer is a technical specialist in instruments for analysis of water samples, a water quality specialist, a technical project manager for laboratory training courses, a water practitioner integrating isotope data into water governance, and a technical expert for meetings, review missions and Technical Cooperation project evaluation.

Functions / Key Results Expected

• Plan, manage and implement extrabudgetary projects on laboratory development.
• Provide technical guidance on analytical techniques to determine dissolved elements including cations, anions, molecular species, trace metals and isotopes.
• Write regular progress reports to project partners.
• Coordinate with the Department of Technical Cooperation on joint project activities.
• Liaise with external counterparts to ensure project needs are met.
• Plan, organize and participate in seminars, workshops, expert missions and training courses.
• Contribute to reports and documents for senior management and governing bodies.

Required Expertise

• Analytical chemistry: experience in analytical techniques for water analysis.
• Ground water hydrology: experience using environmental isotopes to assess hydrogeological systems.
• Isotope hydrology: experience using environmental isotopes to assess hydrological systems.

Qualifications, Experience and Language Skills

• Advanced university degree in hydrochemistry, analytical chemistry or geochemistry; PhD is an asset.
• Minimum of five years of practical experience in analytical techniques for water analysis.
• Substantial experience in laboratory research projects, proficiency testing and accreditation procedures.
• Broad knowledge of natural resource management, particularly water resource management.
• Strong technical background and practical experience in nuclear techniques in water resources management.
• Proven ability to analyse technical and scientific information.
• Excellent writing skills demonstrated through scientific publications.
• Excellent oral and written command of English and French; other official IAEA languages are an asset.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $71,335, a variable post adjustment currently amounting to US $40,162, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
